if you write a blog about someone that did something wrong to you, and you are telling facts about the person, like a biography, is that considered cyberbullying?

The closest section I can think of is CPC 653(m). Annoying phone calls, e-mails, etc. You may want to google the section and read the wording to see if it actually applies to your situation.
